some players in softball walk up on the ball,does this foward shift hinder bat speed,or like baseball is it better to rotate

What you are describing is slapping, the objective is a little different. The hitter "walks up" so that they can get a better jump toward first when contact is made, the swing is basically arms only. Rotational hitting requires a stationary axis, not possible while walking up to slap.
