I suggest you contact MLB about this. These clips are freely available on ESPN.com and other sports sites. The MLB offical site has its own clip library. I would think that MLB would have a different policy for broadcasting entire games (big money) vs. taking short clips of a player for news or instructional purposes ( free promotion for them would be my argument - teaching a deeper understanding of the game, creating more fan interest).
I think a video analysis of a pro player or players would have the most value as an example of the right way to do things.
The worst that could happen from asking is to find out that they want too much money.
