"What would you coaches out there label a good pitchers delivery? Rotational, linear, neither?"

Mostly rotational.

Possibly even more so than hitters, since pitchers' hips tend to rotation much farther ahead of their shoulders (e.g. 45 to 60 degrees versus 10 or 15 degrees).

The majority of a pitcher's power is generated by their body (e.g. the muscles of the hips and torso), not their arm. The job of the muscles of the arm and shoulder is to hold everything in place and make fine, positional adjustments.
