Christmas Bat

Santa delivered a new bat for my 10 year old son. He uses Jack's rotational Swing per the Final Arc Video, and can swing his old 28 inch 17 oz bat between 63-66 MPH. His new bat is 31 inches and 17.5 oz, and his speed has dropped to 59-62 with that bat. Given that the new bat is only 1/2 oz heavier does it make sense that he is swinging it that much slower. Does the extra 3 inches in length make it that much more difficult to swing? Any advice, as he is getting frustrated.
