Cocking the Hips

I need help interpreting a paragraph in Ted Williams Science of Hitting Book. He writes: "The hips and hands cock as you move your lead foot to stride, the front knee turning in to help the hips rotate back. You are cocking your hips as you stride and it's so important to get that right.

What does this mean? Do the hips cock when front knee turns in and then cock even further as you stride.

Could someone clear what he really means?
