“. I'd have to surmise that either rotation begins before heel plant or that the weight shift 'rolls-over' into rotation, transitioning through the heel plant in a way that cannot be attained by mere explosive muscular exertion…”
Very, very to the point, and very contradictory to Jack’s beliefs.

“…before the swing and body rotation is initiated, any forward movement slows to a stop and the body rotates around a stationary axis.”

“I have never said weight shift (body moving forward) does not exist. I said its existence occurs prior to rotation and the swing.”
I agree with Jim.
And I think where Jack is very confusing, is defining WHEN rotation begins.
Jack has told us that the lead foot rotates.
He has told us that the lead heel rotates.
That the lead knee rotates.
And that rotating the heel as it lowers initiates hip rotation.
And that all these body parts rotate before the shoulders rotate.
But he does not consider this the start of rotation.
Why?
Jack, cannot admit/consider/define these rotations as the start of rotation, because then, rotation would overlap with weight shift. An overlap that could be considered the transfer of linear momentum to rotational momentum.
Yes, all forward movement ceases before initiation of rotation of the SHOULDERS.
But, is shoulder rotation the start of rotation?
