Hi Mike.
I would like to have hitters who faced a 90+ mph fastball comment on your statement. As for myself and the batters I have worked with, toe plant takes place before pitch location is determined for pitches in the 80’s.

Maybe some negative stride hitters may replant their foot forward again. But, it does not appear Bagwell takes a “slight forward stride” after planting his toe back toward the catcher
