Also in your in vs out comparison, ther is one more frame on the inside as compared to outside.

Thios could also be my old quicktime player which sometimes skips a frame, but it keeps doing it every time.

You are correct. I rechecked the Movie Maker capture clip of the outside swing and it does show the same frame twice instead of the next frame. The number of total frames to contact is ok but it does show one frame twice and skips the next frame in the sequence. I am not sure why this occurred.
