My thought on this was that if the shoulders and hands fly out first, your movement is already taking you to the ball without the hips getting to play. At the point where your hips have not rotated, you have little to put on the ball and yes you could get weak ground balls to right but it depends on how quickly the hands came through. You can be early and hit everything off the end of the bat without getting your hips around. I am just saying that from watching this happen to someone else, it was apparent that she was not starting her movement with her hips but her upper body and this caused the reaching for the ball. Anyway, I don't pretend to know a fraction of this stuff, it's just my observation of some players.
