the front foot lands on the front half, heel still off the ground or unweighted. During rotation the front foot rotates as the heel comes down to the ground.
You will see hitters who take a hard swing eventually rotate on their heel during the followthrough. However that is an after-effect.
The pivot front front of foot onto the whole foot is the key part.
