Horizontal forearm

In the mechanics section of the site you
mention that a good hitter's back forearm gets
horizontal later in the swing. Is this due to
increased bat speed prior to contact which
would shorten timeframe between launch
position and L position? Am I right to assume
that a weak hitter's back forearm gets
horizontal earlier because he's swinging
mainly with his arms as opposed to waiting
for the body to rotate the hands? Just a
thought, Thanks.
