Full Extension

When the batter's chest is facing the pitcher and hips are fully rotated, the top arm is in more of an "L" position, not fully extended. The proverbial "power v" position is one or two frames after contact.
Generally, if the top arm is fully extended, the hips & shoulders will not be fully rotated.
Question: is it the lack of full shoulder & hip rotation that necessitates fully extending the top arm,
or,
is it the attempt to fully extend the top arm at contact that inhibits full hip and shoulder rotation?
