If you have bat restrictions, I guess you can use what you want.
With a good rotational swing a 33/30 is easy enough to swing and develop 70+mph batspeed. My son is 14 but 5'1" and 115 lbs and he is in the mid 70s with a 31/28. Hits 80-90 with a 32/24.
Rotational techniques allow excellent batspeed with heavier bats.
