Chris,
I can't say the best way to increase your bat speed, but I have a drill that I have used and it has helped me tremendously. In order to increase your bat speed, you must train the muscles involved in the swing to go faster. Get a broom stick and cut it off to the length of the bat you use. Get some indoor golf balls and wrap them with tape so they are more solid. Before you hit EVERYDAY, do soft toss with the broom stick and the golf balls. Not only with this increase your bat speed, but it will help your eyes as well. After you can hit the golf balls no problem, try something smaller like frozen peas. Challenge yourself.
