Front foot placement

Hi. I have purchased and watched your video and believe I am now understanding most rotational conecpts. One point I do not yet understand is at what angle the front foot should be placed during the stride, before rotation begins. Should it remain at about 180 degress when being put down, and then roated to 90? Or should it just be placed at 90? I think this ties along with the question of whether hip rotation is possible if you stride "open". Thanks.
