Joe, check his hands. Be sure that he has good middle knuckle alignment. Sometimes with poor hand placement and the extra flexibility that is possessed by kids allow the bat to do strange things.
Be sure that he is watching the ball: Number the balls and short toss knuckle balls to him and have him tell you what number is on the ball as he hits it.
I coach 7yr olds in the Tampa area. I made a stick bat (3/4" dow rod & tape) and have the kids hit golf wiffle balls in practice. It is a great way to force them to watch the ball, and a good confidence builder. They always ask why are we doing this. We tell them don't you think that if you can hit this little ball with that tiny bat then hitting a baseball will be a peice of cake. They all understand that concept, and only have to hit a few balls to feel really good.
