I would agree that the core has to rotate "effectively" and in-synch to throw the ball effectively. I, as well as many others (I won't try to one up you in the name game that I started) would not try to put a % number on whatever the study calls rotation. I personally don't like to use "rotation" to describe what a pitcher does because it can be confused and end up destroying mechanics.
