I just read the section about rotation on a stationary axis. My question about it is though, does it matter what angle it is at (the bottom part of the angle being the ground of course)?

To hit the outside pitch you must just delay ya swing for a split second and don't rotate the hips as much as on an inside pitch, allowing you to cast your hands out to reach the outside part of the plate. This has nothing to do with your angle away from the pitcher, though.
