The swing is likely late because he is using a 'looping' swing. Have him gring his hands high not let the bat head go behind his head in his backswing. Drive through the ball as opposed droping the hands below the ball thus losing power and bat speed.

My guess is that he also has a narrow base and strides into the ball.

Have his feet 6 inches wider than his shoulders in the box...close to the plate. This all will quicken the bat and limit motion that slows his bat speed!
