A good way to get hand speed is to get strong. By this I mean squeezing rubber balls, tennis balls, using hand grips, doing pushups, get on a strength program designed for baseball, and most of all practice swinging a bat. If you have the opportunity get Ted Williams' book, "My turn at Bat" and Dusty Baker's book, "You can teach Hitting". Both books have good information that will steer you in the right direction.
