I would say yes. you can swing a stick faster then a bat but you wouldnt want to hit a baseball with it. This is what I did to help my son. He is 10 and swings 31" 22oz bat. I went to the store that has speed meater to measure the bat speed. 30" 21 oz and 31" 22oz was almost the same bat speed. But going to 32" 23oz bat it dropped off. I went with the 31" bat. If your son wants to play in HS you need to get him used to swing -3 bats soon. All most everyone on our AAU team swings -3 bats in the cage or wood bats. That is a must to build the arms, hands and hips!
