Developing Pre-Launch Torque

I'm wondering if when you're a the point of trying to develop getting into a good launch position if this is a good time to develop PLT. When I practice developing my launch, I simply practice by taking my stance, and then stride and bring the hands back to the shoulder into the normal launch position and stride to a closed front foot on the toes. Could you simply develop pre-launch toruqe at this time by starting with the bat cocked forward more toward the pitcher and as your bring the hands back, cock the bat back to the normal launch position this way?
