Front leg

My front leg never seems to be locked at contact. I have done the heavey bag drills and have a radar gun which shows my bat speed at an avg of 75 and has been as hi as 89. My question is my hitting results have not improved with this rotational mechanics swing, is this because of my front leg not locking at contact , and how do I fix it? Thanks
