Your son is the same size and age as my son which swings a 32/23 and does very well. So based on your sons size I would say that is okay, however size is not all there is to bat size. The heavier bat does take some strength, assuming your son is physically fit then that is good. If he is behind on timing a lighter bat might help but really only mask the problem.

There are a few things that comes to mind with timing. Possible that he is starting late and needs to start sooner with the swing. Or could be he is draging the bat which appears to be timing. I would suggest looking at hitting mechanics to make sure they are truly sound before worrying about a lighter bat, again this could only mask the problem.
