Don't hold me to this BUT, I THINK what it means is that the neg. number, represents the difference between the length and weight.
In your example 32/29 -3.
Obviously,3 is the difference between the 32 and 29. There's a range I believe, that the difference can be no more than a particular number. Another words, it wouldn't be legal for someone to have a 32 inch bat, that weighed 20 ounces. That bat would be deemed to light and,considered dangerous.
