Gary Sheffield's bat waggle

Prior to initiating his swing, Gary Sheffield waggles his bat, and on the LAST wagglem he brings his bat parallel to the ground and uses THT from there on out. He breaks intertia at a different point than all other hitters, so can that be the reason for his trademark "bat waggle"? If so, why don't other players incorporate it, as well?
