There is a direct relationship between the amount of strength that a muscle contains and the amount of power that it can produce. Therefore, the stronger an athlete is the more potential power they have. So, the result of steroids is not just stronger baseball players but more powerfull ones.

And as any physics teacher will tell you, power has a speed component so if a baseball player has a more powerful swing they also have a faster swing.
