Does pitching from a mound make the ball accelerate?

Yesterday, my son pitched from a mound, and I never saw him throw better, both in speed and accuracy. (Each pitcher in this league is only allowed to pitch 2 innings per game.

Today, he pitched from level ground (no pitching mound on this field) and while his pitches were overall pretty good, they did not seem as fast as yesterday.
