This is a very complex area.Motor control and motor learning are pretty much separate fields of work.As you say,the storage idea is untenable(hierarchical theory hits wall).This is because the idea of everything being causally related doesn't work(excessive scientific materialism).You have to acount for upward as well as downwrad causation.Rationalistic mechanistic materialistic causal thinking must be adequately complemented (and the two transcended by a middle path) by the concept of the wholistic "final cause"-how the goal works backward to shape the event.
The hierarchical theory limitations are addressed by the ecological theory which still remains somewhat limited.For example,see:
