i have viewed my final arch tape serveral times but i am still confused on how to hit the outside pitch with rotational mechanics

Whatever you want to call it, as Doug said, you have to go after the ball.Without getting into a detailed lesson on anatomy, fact is, unless you are tall & lanky, have looooong arms, you can't fully rotate the hips & hit the ball in front of the plate (outside pitch) without rolling the wrists.
