I think the answer is both.Power created by the hips flows through the shoulders.Additional power is created by the shoulders as they turn.The arms do little more than deliver the power created in the hips and shoulders. (in a correct swing.)Anatomically some are stronger in their lower body some in their upper body.Each person if they are to maximize their potential will develop a swing that takes advantage of their natural strengths which helps explain different style or swing type.
