when someone says use a short compact swing is the hitter actually swinging harder than usual to get it more compact and does a compact swing mean more batspeed

A short compact swing refers to swing quickness, not batspeed. You will be able to get the barrel to the ball quicker. Long swings develop significant batspeed but take to long to develop.
