On the low outside pitch I will often drop the bat head and pop it up. Is the anything I can do to help this?

I believe why you are popping up deals primarily with bat head position at impact. When one is early, the ball has a tendency to be hit on the ground; late hits render pop-ups. In this particular instance, try to stay on the ball longer, and try to hit the top part of the ball. That might compensate just enough to turn your pop-ups into hard fly balls and rising line drives.
