Hey, Black Hole Lexciographer (aka Geoff), where have you been?
Your remark is what I really think might be hair-splitting (or heel-splitting). Are you saying that even if hip rotation is initiated AFTER fron toe touch but BEFORE front heel lands that the result will be an upper body swing? Or are you saying that hip rotation is initiated before TOE TOUCH the result will be an upper body swing?
If you are saying the former, then you are venturing into risky territory, because there is only about .001 of time difference between toe touch and heel plant.
